Morgan is responsible for the execution of policies established by the York County Board of Supervisors. He brings a wealth of experience to the position, having served in multiple capacities for the City of Newport News, including that of City Manager. Most recently, he served as a senior fellow with the Virginia Tech Center for Organizational and Technical Advancement. He received a Bachelor of Arts degree from the University of Virginia and his Master of Public Administration from West Virginia University. He completed post-graduate work in public administration and public affairs at Virginia Tech.
