Did I miss something? The Army Corp of Engineers says it wants to see proposals to "mitigate" the impact of Dominion constructing the $180 million Surry-Skiffes Creek 500Kv power line over the James River (17 towers, a couple up to 295 feet). The National Park Service comes out against Dominion's scheme. The director said the only "mitigation" course is not to build it. Now Dominion proposes an $85 million "mitigation" package, including funding for a number of projects for the National Park Service.
