A former chairman of the James City County Republican Committee appeared in federal court Wednesday after he was arrested and charged with receiving child pornography, according to United States District Court for the Eastern District of Virginia records.
Charles K. Young, 69, is accused of receiving three videos and seven photos between Feb. 4, 2014, and July 27, 2014, that depict young boys under 18 engaged in sexually explicit behavior, according to court records.
Court records state that Young knowingly received the images and videos. He is charged with 10 felony counts of receiving child pornography, according to court records.
The indictment included items he had to hand over, including a laptop, two SD cards, two Amazon tablets and a cell phone.
According to public records, Young used to be the senior director of financial services at the Hampton-Newport News Community Services Board, an agency that works with people of all ages with substance abuse, mental health and disabilities.
He also served at least two terms as chairman of the Newport News Republican City Committee beginning in 2010.
Young was the chairman of the James City County Republican Committee from January until he resigned in August of this year, according to state republican committee member Jeff Ryer. Chris Henderson was elected in September to take over. James City County republican committee member Joe Swanenburg said he didn't know why the change in leadership happened.
Young was arrested Wednesday morning by FBI agents at his home, according to FBI outreach specialist Vanessa Torres. He is in custody at the Western Tidewater Regional Jail in Suffolk.
He will be held there until a Nov. 21 bond hearing in Newport News, according to court documents.
In an initial appearance Wednesday, Young opted to retain his own lawyer, who has yet to be named.
