Eastern State's top administrators on leave, resign with staffing shortage and nearly all beds full

On June 26, 301 of Eastern State Hospital’s 302 beds were full and about a third of all staff positions are unfilled. The hospital’s top three administrators are on administrative leave or have resigned, according to Virginia Department of Behavioral Health and Developmental Services spokeswoman Maria Reppas.

The hospital’s director Frank Gallagher and chief nurse executive Shirley Quarles-Owens are on indefinite administrative leave, Reppas wrote in an email. The hospital’s human resources director Renia Coles resigned.
